Tampa had a three day rock concert called Livestock, and everyone smoked , cops we're everywhere, I hit a 14" bong 20' from a cop and he didn't even move.
They looked the other way, because they'd have to arrest 99% of the people there for just using.
I did see them go after dealers, there we're idiots with NOS tanks walking around with 30 balloons tied to them, and would come back 5 minutes later with none, selling them for $5 a pop. They got about a full day of sales before vice took em down about 100' from my camp.lol idiot.

So long as you wasn't trying to flaunt it, they we're cool about it...
even in uncontrollable situations like that cops still have to have the illusion of control, and to openly defy them, is asking them to make an example of you.
