to me, a ptot:
-is particularly young
-braces are a plus (no offense to those with braces)
-basically wears lingerie to a rave (this can get tricky, because what constitutes lingerie? i'm gonna say: bra = lingerie, bra-like shirt, but not an actual bra = clothes [if it has sleeves, it's not lingerie]. if i can distinctly see what your ass looks like, it's lingerie, not pants. non-lingerie items can also count, such as mid-pubic hair-level skirts [like what christina aguilera wore in her "dirrty" video] and shorts that look like underwear but are actually called "shorts.")
-if she's wearing pants, like actual PANTS, the likelihood of ptotness is significantly lowered.
in other ptot threads, i've noticed that the definition gets stretched a bit. i do think that age plays a large part in the definition, because i think that if you're of age, you have the right to flaunt what you've got (tastefully, of course) and not merit the "ptot" badge. also, tastelessness is a defining characteristic, too.
that's just my interpretation. thoughts?
