Its for many reasons.
1. Liability issues. with minors involved its always harsher.
2. Younger people do stupid shit and have this thing where they feel they can do anything they want and its not their fault.(learn to be held accountable)
3. In SD they have strict curfew laws that won't allow those who apply for permits to allow minors in their parties. And they dont want people under 18
to be out past a certain time.
In LA and Riverside they have different concerns so its easier to get all ages permits there.
4.Authorities in SD want to kill many cultures. Us being one of them.
They purposely drove out all the artist out of DownTown SD, if not out of SD all together....
