So this all may be true, but to what degree is that an infringement on freedom of speach? All Ravelinks does is provide a space where people can communicate. They cannot control the content. So, is the government asking RL to police itself and censor topics it based on the governments standards and drug policies?

It seems that as long as people are not buying or selling drugs, there should be no problems. It'd be different if people were using the boards to find drugs or find buyers for them, but, talking about doing something or having done something seems like it's a protected right. And if it's not what about sites like
Lyceaum, or Erowid which blatantly discuss the particulars of getting high off of everything you can think up?

Anyway, I'm not saying you're wrong, your probably right, but it does seem like if that's the case, then that's a bit of a stretch on the part of the justice systems reach of control.
